Purpose Summary

  • to facilitate business connections between public agencies, prime contractors and San Joaquin Valley SBE / DBE / DVBE / MBE / WBE / SEC 3-eligible businesses; 
  • to assist local businesses in becoming “Ready, Able & Qualified” to successfully bid and work on public works projects; and 
  • to provide networking opportunities between prime contractors and SBE / DBE / DVBE / MBE / WBE / SECTION 3 businesses.

The San Joaquin Valley Regional Conference & Business Development Expo will focus on the following areas:

  • How To Do Business With Public Agencies & Prime Contractors 
  • Business Loan Guarantees & Other Resource Assistance 
  • Upcoming San Joaquin Valley Public Works Projects 

Background and additional information:


On June 24, 2005 the Governor signed Executive Order # S-5-05 creating the California Partnership for the San Joaquin Valley. The Partnership include all eight counties in the San Joaquin Valley; Kern, Tulare, Kings, Fresno, Madera, Merced, Stanislaus, San Joaquin with sixty two cities and a total population of more than 3.4 million residents. The Board of the Partnership is comprised of twenty-six members appointed by the Governor- eight Cabinet Secretaries eight locally-elected officials, eight civil leaders, and two Deputy Chairs - Established ten Work Group.

The federal government under President Clinton signed an Executive Order to establish the San Joaquin Valley as a Federal Empowerment Zone.

These actions by the Governor and the President will bring the San Joaquin Valley region billions in state and federal dollar for future development projects.

All projects
receiving state funding are required to meet small business and DVBE contract goal.

All
projects receiving federal funding are required to meet a DBE, MBE, WBE or SEC 3 contract goal.

This event will provide Public Agencies and  Prime Contractors with public work projects bidding through out San Joaquin Valley Cities & Counties the opportunities to “out reach” to promote your future projects that receive State or Federal funding that require SBE / DBE / DVBE / MBE / WBE / SEC 3 contracting “goal & good faith effort” when bidding these projects. This event will have a vendors & agencies Market place where agencies can set up a information booth & speaker to provide hand out materials, discuss how to do business with your agencies & what projects bidding.

The goal is to help local agencies & prime contractors to increase contracting with local San Joaquin Valley SBE / DBE / DVBE / MBE / WBE / SEC 3 businesses and assist these companies to be Ready, Able & Qualified to do public work projects. Discuss how to do business with each other and learn about future “out look “ on local, state, federal funded contracting public work projects in the pipe line; transportation, city / county public work, school construction, supplier purchasing , etc. * Let all work together to grow SJV businesses  keep the money here creating a strong economy that benefit local  businesses, residents & government.

On a first come serve basic we will provide a limited number same day on site small business certification at this event, if you would like to be consider let us know when you register.

On Jan. 10, 2008 from 4 - 5:30 pm we will have a certification open forum to answer any question you may have concerning SBE / DBE / DVBE / MBE / WBE / SEC 3 their will be on line walk through how to process your certification on line.
